In order to be considered for funding, all proposals must demonstrate:

• Well-developed business case, which demonstrates significant impact over the long term;
• Clear mission and goals;
• Case for support and documentation of need;
• Committed, professional leadership;
• Track record of program effectiveness;
• Clear evaluation and measurement process;
• Financial stability and a strong, diverse funding base.
